This is done for all the countries which are not a member of the Hague Convention and where apostille is not accepted.

All original documents requiring attestation by the Ministry of External Affairs, New Delhi, are needed to be 1st authenticated/attested by the selected authorities/departments of the State Governments / Union Territory from wherever the documents were issued. MEA Attestation will solely be done when the various relevant state authority has authenticated a specific document.

Procedure for Attestation

Step 1: Authentication of documents

All original documents/certificates requiring to issue General Attestation should be 1st attested by the selected authorities of the State/Union Territory from wherever the document is issued. General Attestation will only be done by MEA once the respective relevant state authority has authenticated the document.

Step 2: Attestation/Legalization of documents

The Ministry of External Affairs (MEA) attests /legalizes the documents solely when these are genuine with the signature and seal/stamp of the selected authorities of the State Government/Union Territory/Chambers of Commerce from wherever the documents are issued. The MEA legalizes the certificate/documents on the premise of the signature of the selected authorities; thence it doesn't take responsibility for the contents of the documents.

Step 3: Attestation/Legalization of documents from Embassies.

For Educational Documents

Types of Attestation

State attestation is required before MEA attestation, where depending on the type of document, relevant state attestation is required. For example, in the case of educational documents, attestation from the State Education Department is required. In case of personal documents, the Home Department or General Administration Department of the concerned state should attest the document prior to attestation by the MEA.

MEA attestation or apostille is done only after attestation by the relevant state authorities.

Embassy attestation is done after the MEA attestation/apostille.
