This is done for all the countries which are not a member of the Hague Convention and where apostille is not acceptable.

MEA(Ministry of External Affairs) Govt. of India doesn't sign the documents directly. except for the documents issued by the Ministry of External Affairs itself. For getting an attestation on Educational and Non-Educational Documents from MEA the Certificates or the Documents should be Authenticated/Attested / Counter Signed by State Departments.

Commercial Documents can be attested if it's attested by the respective Chamber of Commerce.


Procedure for Attestation

Step 1: Authentication of documents

All original documents/certificates requiring to issue of General Attestation should be 1st attested by the selected authorities of the State/Union Territory from wherever the document is issued. General Attestation will only be done by MEA once the respective relevant state authority has authenticated the document.

Step 2: Attestation/Legalization of documents

The Ministry of External Affairs (MEA) attests /legalizes the documents solely when these are genuine with the signature and seal/stamp of the selected authorities of the State Government/Union Territory/Chambers of Commerce from wherever the documents are issued. The MEA legalizes the certificate/documents on the premise of the signature of the selected authorities; thence it doesn't take responsibility for the contents of the documents.


Step 3: Attestation/Legalization of documents from Embassies.

For Educational Documents

HRD / Authentication / Home Department + Attestation by MEA + Embassy Attestation

Types of Attestation

State attestation is required before MEA attestation, where depending on the type of document, relevant state attestation is required. For example, in the case of educational documents, attestation from the State Education Department is required. In case of personal documents, the Home Department or General Administration Department of the concerned state should attest the document prior to attestation by the MEA.

MEA attestation or apostille is done only after attestation by the relevant state authorities.

Embassy attestation is done after the MEA attestation/apostille.
